With the city in chaos, announcing the Beast Tide would likely trigger widespread panic, which would be detrimental to the city’s overall interests.”

He looked around at the others and added, “If large-scale civilian evacuation occurs, Jianghai’s economic benefits will plummet…”

“Nonsense!”
