“That you have innate talent, but come from a world completely unrelated to Magic and Official Position. I don’t know what it’s like now, but that’s how it started. It’s an old place too. Easily hundreds of years old.”

It’s the same for all organizations.

If they already have a world of origin, then to form an organization, their common interests must align.
